  19. Very doubtful; normal Multiscan Productivity is not even quite 31.5 KHz 
  20. (on my NTSC setup it shows as 29.4 KHz on the monitor LCD).  The VGAOnly 
  21. monitor driver will make that higher, but nowhere near 38 KHz...
